If you don't have fast travel locations, it can take some time to boat around to their locations, but Big Papi is very easy to get, as are Isabela/Marisol - the others require some progress to unlock iirc. Until you unlock the 5 for 1 recruits, it can be tough to keep 40+ recruits on hand, so 4 leaders is plenty.
