Even when running a dedicated server on the same machine as the client, you still need to connect them via the Giants infrastrucure over the internet. if its a bad connection, the fact that it can stream HD makes no difference, an HD stream can buffer when there is a connection loss and you will only notice if the buffer runs out before the connection resumes in most cases, the game does not buffer and if you have micro connection drops it will just drop you any way in most cases.
